Permissionless

Permissionless is a term used to refer to a type of blockchain system where anyone can join and interact with the network. That is, any willing participant can perform various activities on the network, such as creating an address, contributing to the network consensus by mining or staking, or creating smart contracts.

Being permissionless is viewed as a positive quality and is essential for true decentralization. There are no barriers to entry in these types of systems. Anyone, regardless of region or location, can participate in using and maintaining the network once they possess the appropriate tools (usually a computer and internet connection). Examples of permissionless systems are Bitcoin and Ethereum.
